the best (and perhaps only) way to clean white bar tape is to throw it out and start over with new white bar tape. if you're having problems parting with $20 once every four to six weeks to keep that white tape fresh and clean, i would consider bike ribbon's shiny, slippery white vinyl tape - a cyclocross favorite. deda tape stays cleaner longer. both cinelli and sram tape tend to get a bit funky after a short while. be careful.
Yeah my new white tape of choice is the Fizik Microtex stuff. Feels good and stay clean for a VERY long time. It has a leather like treatment to it which makes it easy to wipe down.
